32. The Board shall issue the permit if the applicant fulfils the conditions prescribed by this act and the regulations.
The Board must hold a public hearing, in order to hear the interested persons, before issuing a permit to operate a new factory or a new establishment for the manufacture of substitutes, or before changing a permit to authorize an operation or a product not already indicated therein. For such purpose, it shall inform in writing the person who has made the application of the date, time and place of the hearing and publish a similar notice in at least one farm journal circulating in the region.
