6. For the purposes of vehicle registration and for the right to operate a road vehicle, the monthly insurance contribution is the quotient obtained in dividing by 12 the annual insurance contribution payable to operate the vehicle during the current year, before adjustment under section 45. However, where a vehicle owner renounces the right to operate his vehicle within 4 months of the end of period during which operation of that vehicle is authorized, and he obtains the right to put the vehicle back into operation before that date, the annual insurance contribution is that in effect on the date of expiry before renunciation of the right of vehicle operation.
