69. The commission shall have its seat in the city of Québec or Montréal as the Government may decide by an order which shall come into force upon publication in the Gazette officielle du Québec; it shall also have an office in the territory of the other city.
The commission may establish offices anywhere in Québec.
It may hold its sittings anywhere in Québec.

69. Any person who has reason to believe that he is or has been the victim of a violation of any of the rights recognized in sections 10 to 19 or in the first paragraph of section 48, may, in writing, request the commission to make an investigation.
Any group of persons may, in the same manner and on the same conditions, request an investigation.
