In this act,
(
a
)
“
year
”
means the twelve months comprised between the 1st of July of one year and the 30th of June of the next year;
(
b
)
“
board
”
means any regional school board, any Protestant central school board and any school board governed by the Education Act (chapter I-14);
(
c
)
“
company
”
means any corporation or company legally incorporated which, under any provision of the Education Act, is obliged to pay real estate school taxes;
(
d
)
“
secondary course
”
includes any grade higher than the seventh year of the elementary course;
(
e
)
“
kindergarten
”
means any class recognized as such by the Minister of Education, to which children are admitted for one year of study immediately preceding the first year of the elementary course.

Every board shall receive each year a grant of $25 per pupil of the elementary or secondary course to assist it in meeting the cost of administration and maintenance of its schools.

REMUNERATION OF TEACHERS

Every board shall receive each year a grant to assist it in paying the teachers’ salaries.
In the case of a board other than a regional school board, such grant shall be based on the percentage of its revenue from real estate taxes derived from companies and, in the case of a regional school board, it shall be based on the percentage of such revenue for all of the boards which are members thereof.
The financial statement required by the Education Act (chapter I-14) and furnished for the preceding year shall be used to determine such percentage.
The grant shall vary from $75 to $10 per pupil of the elementary or secondary course according to the following table:

ORGANIZATION OF THE HIGH SCHOOL COURSE

Every board shall receive, for each of its students whose grade corresponds to an eighth or ninth year of schooling, an additional grant equal to that provided for in section 3; every board shall also receive, for each of its students whose grade corresponds to at least a tenth year of schooling, an additional grant equal to one and one-half times that provided for in section 3.

SPECIAL CLASSES FOR CERTAIN CHILDREN

Every board shall receive per child enrolled in a kindergarten the grant provided for in section 2 and one-half of the grant provided for in section 3.
Such grant shall not be payable unless the teacher in charge holds an adequate specialist’s certificate.

Every board that maintains in its schools a special class for children who are unable, by reason of physical or mental deficiency, to avail themselves of the instruction given in the regular classes shall receive, per pupil in such class, an additional grant equal to twice the grant to which it is entitled under section 3.
Such grant shall be payable only if such class has not less than ten nor more than twenty pupils, and the teacher in charge of it holds an adequate specialist’s certificate.

Every board shall receive each year a grant of $4 per pupil in the elementary course and $9 per pupil in the high school course for text-books made available to pupils under the Education Act (chapter I-14).

Every board shall receive each year a grant equal to 75% of the amount it has paid to buy school library books.
Such grant shall not exceed $1 per pupil in the elementary course and $2 per pupil in the high school course.

ERECTION OF SCHOOLS

The Minister of Education may grant such financial assistance as he deems necessary to any board that erects, enlarges or repairs a school in accordance with the regulations.
He may, at the request of such a board, deposit in trust, in the hands of the Minister of Finance, the amount of such assistance and of any grant otherwise awarded to it in order that the Minister of Finance may pay out of such amounts, at the maturity dates indicated by the board, the principal and interest of the bonds issued by such board after the 1st of July 1968, in whole or in part.
The request of the board must indicate the grants which will be so remitted in whole or in part to the Minister of Finance; it shall have effect as soon as the Minister of Finance agrees to give effect thereto, until complete payment by him of the sums which he is so to pay.

The Conseil scolaire de l’île de Montréal for the school boards under its jurisdiction, the Commission des écoles catholiques de Québec and the Bureau des écoles protestantes du Québec métropolitain shall receive each year, instead of the grants provided for in sections 2, 3, 4, 5, 6, 7, and 8 of this Act and all grants for the construction of schools, an inclusive grant of $50 per child in a kindergarten, $100 per pupil in elementary school and $175 per pupil in high school or in a special class contemplated in section 6.

GENERAL PROVISIONS

For the purposes of sections 2, 3, 4, 5, 6, 7, 8 and 11 the number of pupils shall be established according to the entries in the official registration and attendance roll of each school on the 30th of September of the current year.
For the purposes of the same sections, the number of pupils shall include the children for whom a school board pays tuition fees to a private educational institution in accordance with an agreement made under section 450 of the Education Act (chapter I-14).

The grants provided for in sections 2, 3 and 4 shall be paid in two instalments, in the months of October and April.
The grant for text-books shall be paid in the month of November.
The grant for school library books shall be paid on receipt of the invoice paid by the board.
The grants provided for in sections 5 and 6 shall be paid in two instalments in the months of December and May.
The grant provided for in section 11 shall be paid in two instalments in the months of April and June.

REPEAL SCHEDULE
In accordance with section 17 of the Act respecting the consolidation of the statutes (chapter R-3), chapter 237 of the Revised Statutes, 1964, in force on 31 December 1977, is repealed effective from the coming into force of chapter S-36 of the Revised Statutes.
