436. The Minister shall establish policies concerning the procurement of goods and services, including procurement by joint procurement groups. He shall see to their implementation and application by the agencies and to their assessment. The policies must take into account the impact they will have on the regional economy and be consistent with the agreements on the liberalization of public procurement.
The Minister may take any step, including the implementation of a provincial scheme, to improve the effectiveness and efficiency of the institutions and limit expenditures relating to the acquisition of the goods and services he determines.
