In the exercise of his or her functions, the local service quality and complaints commissioner may consult any person whose expertise the commissioner requires, including, with the authorization of the board of directors, calling on an expert from outside the institution. Subject to the fourth paragraph of section 30, the functions of the local service quality and complaints commissioner may not be otherwise delegated.
