14. Any person selling or delivering, or offering for sale, or exhibiting, or having in his possession, in any street, road, lane, market or other place of public resort, any newspaper, pamphlet or other paper, with respect to which any provision of law shall not have been complied with as required by this act, and any person who, directly or indirectly, circulates or gives publicity to any such newspaper, pamphlet or other paper, shall be held to be a loose, idle and disorderly person, and a disturber of the public peace, and shall be arrested and tried, and, anything in section 8 of the Police and Good Order Act (Revised Statutes, 1925, chapter 168) notwithstanding, shall, if convicted, be punished in the manner provided by section 3 of the said act.
