17. The laws and regulations in force in Québec, are and shall be in force in such territories in so far as applicable and in so far as they are not changed or amended by competent authority.
The Government may, however, suspend, in such territories, in whole or in part and for such time as may be thought proper, the hunting and fishing laws, and may make, amend and repeal such regulations respecting these matters as it may deem necessary.
