The Inspector General may, at any time, by notice, require any corporation to make any return upon subjects connected with its affairs within the time specified in the notice, and, upon failing to make such return, each director of the corporation shall, in addition to the costs, be liable to a fine of $20 for each day of such default, and, failing payment of such fine and costs, to imprisonment for a term not exceeding three months.
