When the council has been presided over by a person other than the judge or the prothonotary, such person is required to give to the proper judge or prothonotary a complete and detailed report of his proceedings, accompanied by the deeds and declarations that it is his duty to draw up. The judge or the prothonotary may homologate or reject the proceedings included in the report, or make in respect of them any order that he considers proper, as if he had himself presided over the council.
