591. Penal proceedings are instituted by the Attorney General, by a municipality, or by a person generally or specially authorized by them.
Proceedings for the recovery of duties or fees prescribed under this Code are taken by the Société.

591. Proceedings under this Code are instituted in accordance with the Summary Convictions Act (chapter P-15) by the Attorney General, by a municipality, or by a person generally or specially authorized by them.
