131. If the returning officer refuse or neglect to make the list of the electors according to law, or if, in making such list, he knowingly enters thereon or omits therefrom names which should not be entered or omitted, and if he thus transmits such list, after having certified the same under oath, he shall be liable to a fine of not more than $200, and, in default of payment, to imprisonment for not more than six months.
Every enumerator who violates his oath shall be liable to the same penalties.
