167. (Repealed).
167. Before issuing letters patent, the Government shall consult the councils and citizens of the local municipalities and county municipalities on the delimitation of the territories of the regional county municipalities, taking into account the territories of the county municipalities, and on the terms and conditions of representation of the local municipalities on the council of each of the regional county municipalities and on the other relevant elements to be included in the latters patent.
The consultation shall first be made on the basis of zones comprising the whole territory of the county, city and town municipalities.
