70. Any person, commercial partnership or association who or which believes that his or its name or that of any other person has been omitted from the list or wrongfully entered thereon may file in the office of the municipality, between 1 October and 15 October, application in writing to have the name entered or struck off, as the case may be.

In the case of the first election in a newly constituted municipality, such application may be made during the fifth and sixth weeks following the publication of the election notice, and shall be deposited at the place determined by the letters patent for the first sitting of the council. During such period, the presiding officer, or a person designated by him, shall be present at such place, between 1:00 p.m. and 5:00 p.m., to receive such applications.
