Any attestation issued by the Authority respecting the registration of a person, the filing of a document, the time that the facts upon which proceedings may be brought came to the knowledge of the Authority and any other matter pertaining to the administration of this Act is proof of its content in any civil or penal proceedings without other proof of the signature or office of the person attesting.
