42. The right of revocation so vested in the Minister shall not be deemed an ordinary right of dissolution of a contract for non-fulfilment of conditions; it shall not be subject to article 1537 of the Civil Code, and may always be exercised, as occasion may require, whatever time may have elapsed since the sale, grant, location, lease or occupation license.
