33. In no case, however, mentioned in the preceding provisions, except by leave of the Minister, shall any transfer be registered, if it be not satisfactorily shown that the conditions of sale, concession or location, lease or occupation license have been duly fulfilled.
The registration of a transfer in virtue of this section shall not exempt the transferee from fulfilling all conditions of sale to which the original acquirer was bound.
