19. With the exception of lands subject to the Mining Act (chapter M-13), the Government may, when it deems it expedient, fix the price at which the public lands and the buildings and improvements found thereon are leased or sold and determine the conditions of the lease or sale and of payment of the price.
The Government may, however, when it deems it in the public interest, authorize, on such conditions as it may stipulate, the transfer of surface rights in lands subject to the Mining Act but not included in a mining concession.
Sales of public lands and of surface rights authorized under this section may be made by letters patent or by notarial deed.
