An offender may, following a decision refusing, revoking or terminating his or her conditional release, apply to the parole board in writing for permission to be absent for the purpose of visiting his or her family, namely a spouse, child, father, mother or parent, brother or sister or a person who stood in lieu of his or her father or mother or parent.
