2. Twenty-five persons at least may organize and constitute a horticultural society in the territory of one or more local municipalities by signing a memorandum according to form 1, and by subscribing not less than $40 annually to the funds thereof.

2. Twenty-five persons at least may organize and form themselves into a horticultural society for any city, town, village, township or parish in Québec or union of two or more thereof, by signing a memorandum according to form 1, and by subscribing not less than $40 annually to the funds thereof.
