The Government, by regulation, may, on the conditions it determines, allow a signature to be affixed by means of an automatic device to the documents it determines, or a facsimile of a signature to be engraved, lithographed or printed thereon. However, the facsimile has the same value as the signature itself only if the document is countersigned, except in such cases as the Government may determine, by a person authorized by the enterprise registrar.
