44. Every person who, before becoming subject to this act, was employed by the Government of Canada, the government of a province or the proper authorities in another country, or by a teaching institution or an association of teaching institutions, may count for pension purposes the years of service accumulated under the retirement plans of such bodies, by complying with the conditions prescribed by the Government, which may authorize the Commission to make an agreement to that effect with such government or such teaching institution or association of teaching institutions or with a trustee acting for such institution or association.
In the case of a teacher who transfers to the service of a government, the proper authorities in another country, a teaching institution or an association of teaching institutions contemplated in the first paragraph, the Commission shall make the required payments out of the consolidated revenue fund.
The Government may also, according to law, authorize the Commission to make, where necessary, an agreement with any body empowered to administer a retirement plan established for the employees of any of the bodies contemplated in the first paragraph.
