31.0.12. The Minister may, subject to the conditions, restrictions and prohibitions the Minister determines, exempt all or part of an activity from all or some of the provisions of this division or of a regulation made under this Act, if the activity is urgently required to repair damage caused by a disaster within the meaning of the Act respecting civil protection to promote disaster resilience (chapter S-2.4) or to prevent damage that could be caused by an apprehended disaster.
The Minister may, at any time, modify the conditions, restrictions and prohibitions determined under the first paragraph if of the opinion that doing so is necessary to ensure adequate protection of the environment and prevent adverse effects on the life, health, safety, welfare or comfort of human beings or on ecosystems, other living species or property.
