21.7. Where the Court of Québec accedes to the appeal, it shall order the commission, where such is the case, to rule on the merits of the matter brought before it.
In the case of an appeal from a decision of the appeal tribunal relating to an order of the commission, the Court of Québec may confirm or quash the order.
