32.1. When, during an inquiry contemplated in section 20, a summons cannot, for reasons the Commission considers sufficient, be served on a person to testify or when a person served with such a summons is outside Québec during the period of the inquiry, the Commission may accept the filing of a previous declaration received under oath by the Commission provided that the filing of the declaration does not deprive a person of his right to be heard on the matter.
The Commission may, in a report, use the information so obtained but solely in a manner that it can in no way be connected with a person.
