108. The Commission, or any person it may designate generally or specially for that purpose, is vested, for the purposes of an inquiry contemplated in sections 104 and 105, with the powers and immunity granted to commissioners appointed under the Act respecting public inquiry commissions (chapter C-37), except the power to impose imprisonment. The Commission may authorize a person generally or specially to inquire into a matter relating to this Act or a regulation. Such person must, upon request, present a certificate of his authority signed by the chairman.
