13.4. Despite section 53 of the Financial Administration Act (chapter A-6.001), the Minister may not, as the person responsible for the Fund, borrow from the Minister of Finance sums credited to the Financing Fund established under the Act respecting the Ministère des Finances (chapter M-24.01).

13.4. The sums paid into the fund shall be managed by the Minister of Finance. They shall be credited to him and deposited with the financial institutions he determines.

The Minister of Education, Recreation and Sports shall keep the books of account of the fund and record the financial commitments chargeable to it. The Minister shall also ensure that such commitments and the payments arising therefrom do not exceed and are consistent with the available balances.
