109. The President of the National Assembly, assisted by the committee, may make and establish, subject to the approval of the National Assembly, such rules and regulations as he thinks proper, for the management of the library and the proper application of the sums of money voted by the Legislature for the purchase of books, oil paintings, statues, maps and other articles.
