9. If a member of the commission other than the chairman is temporarily absent or unable to act, the Government may appoint a person to replace him for as long as he is absent or unable to act.
Where a full-time member is temporarily absent or unable to act, the chairman may designate a part-time member to replace the member who is absent or unable to act, until a person is appointed by the Government under the first paragraph.
Any person appointed or designated under this section is deemed to be a full-time member for the purposes of section 11.
