21. The Commission must refuse to issue a grocery permit if it believes that such permit is to be used in a grocery store forming part of a chain of stores which, in its opinion, includes not less than five establishments.
Stores with multiple subsidiaries or branches and their subsidiaries and branches, whether or not the latter form separate legal entities, are in particular considered a chain of stores.
This section shall not be invoked against the holder of a grocery permit in force on 1 August 1974.
