19. (Replaced).
19. The director shall deliver to every person who furnishes proof of financial responsibility, a financial responsibility certificate setting forth:
(a) the date of the certificate;
(b) the name and address of the person to whom the certificate is issued;
(c) a description, as shown on the registration certificate, of the automobile owned by such person;
(d) any other information required.
A copy of the financial responsibility certificate shall be sent to the owner of an automobile, at his written request, for each person who habitually drives it and holds a license to do so.
