409. The members of the Comité shall designate a president from among themselves.
The president must be a person referred to in subparagraph 1 of the first paragraph of section 402.

409. The members of the Council shall appoint a chairman and a vice-chairman from among their number.
The term of office of the chairman and of the vice-chairman expires at the same time as their term as members of the Council. However, subject to section 406, the chairman and the vice-chairman remain in office until the day of the first sitting contemplated in section 408.
