28. The Gouvernement may, upon such conditions as it may fix, guarantee the payment in principal and interest of any loans effected by the Commission under this act.
The Gouvernement may also guarantee the performance of any obligation of the said Commission for the payment of sums of money.
The Gouvernement may authorize the Minister of Finance to advance to the Commission any sum deemed necessary for its operations, such advances bearing interest at the rate paid on the loans contracted by the Province for such purpose, as determined by the Gouvernement.
The funds required for advances or guarantees under this section shall be taken out of the consolidated revenue fund.
