51. In any prosecution brought under this Act, it shall not be necessary to produce the original of any book, register, order or document in the possession of the Minister. A copy or extract certified as true shall be proof of the tenor of the original and the certificate affixed to such copy or extract shall constitute proof of the signature and authority of the Minister until proof to the contrary.
