70. Notwithstanding the right granted by section 10 of the Charter of human rights and freedoms (chapter C-12), the Government may, by regulation, exempt certain types or classes of immoveables from the application of section 69.
The Minister of Labour, Manpower and Income Security may also, where he considers that the costs of the alterations to be made to the immoveable and the nature of the services offered therein do not justify the providing of accessibility thereto to handicapped persons, exempt such immoveable from the application of section 69.
Every draft regulation under the first paragraph is published in the Gazette officielle du Québec with a notice stating that at the expiry of not less than ninety days following such publication, it is to be submitted for approval to the Government.
The regulations contemplated in the first paragraph come into force on the day of publication in the Gazette officielle du Québec of either a notice of their approval by the Government or, if amended by it, their final text.
