16. The registrar of civil status may, in the manner provided for in the new Code, insert and correct acts in the registers already kept by him.
With the authorization of and in accordance with the conditions determined by the Minister of Justice, the registrar of civil status may, in accordance with the Code of Civil Procedure (chapter C-25.01) and with the exception of the notification provided for in article 871.2, reconstitute any register which has been lost, destroyed or damaged, or which ought to have been kept and has not been kept, or which has been kept in an incomplete manner. For those purposes, the registrar of civil status has the immunity and is vested with the powers provided for in the Act respecting public inquiry commissions (chapter C-37), except the power to order imprisonment.
