35. For the purposes of the first paragraph of section 34, the number of electors is the total number of electors registered on the electoral lists after the enumeration or the total number of electors registered on the electoral lists after the revision, whichever is higher.
Such number is established by the chief electoral officer, who shall prepare a certificate and send a copy of it to the chairman and the official agent of each national committee.

However, in the case of a referendum at which there is a second revision, the number of electors is the total number entered on the lists after the annual revision.
