If the lessee, in order to obtain a lease of a house, is forced also to rent a garage, building, shed or similar premises, at a price which he has reason to believe to be abusive and to be exacted in order to obtain from him a disguised additional rent for the house, he may, within sixty days after the making of the lease respecting such garage, shed or premises, apply to the administrator to fix the rent thereof and the administrator, if it is established before him that the rent exacted is abusive, may reduce it to a fair amount.
