6. The Inspector General may, by letters patent under his hand and seal, grant a charter to any number of persons, not less than three, who apply therefor, constituting such persons, and others who have become subscribers to the memorandum of agreement hereinafter mentioned and who thereafter become shareholders in the company thereby created, a corporation, for any of the purposes or objects to which the legislative authority of Québec extends, except for the building and working of railways, other than existing tramways, the railroads of which are used exclusively for an urban system wholly operated within Québec.
The letters patent issued by the Inspector General under his hand and seal shall have the same effect as if they were issued by the Government under the Great Seal.
