284. A judge of the Court of Appeal, upon motion, may annul summarily any writ, order or injunction issued or granted contrary to section 283.

284. The securities issued by the Commission are authorized investments as if they were mentioned in subparagraph a of the first paragraph of article 981o of the Civil Code.

The commitments included in the securities issued by the Commission and the contracts entered into by it constitute direct and general obligations of the Commission and of the municipalities mentioned in Schedules A and B. They shall rank concurrently and paripassu with all other general obligations of the Commission and of those municipalities.

284. The bonds, notes and other securities issued by the Commission shall be authorized investments within the meaning of paragraph a of article 981o of the Civil Code. Such bonds, notes and other securities shall constitute for the holders thereof direct and general obligations of the Commission and of the municipalities mentioned in Schedules A and B. They shall rank concurrently and paripassu with all other general bonds of the Commission.
