201. The Government may, on the recommendation of the executive committee, make a regulation on ethics and discipline for the policemen of the Community,(a) determining the duties of policemen, and determining the acts and failures to act that constitute breaches of discipline;
(b) determining the occupations, activities and employments forbidden to policemen on account of their status as peace officers;
(c) establishing a committee to examine complaints, and determining its powers and composition, and the mode of appointment of its members;
(d) establishing a committee on discipline, and determining its powers and composition, and the mode of appointment of its members;
(e) determining the rules of procedure and evidence applicable in disciplinary proceedings against policemen;
(f) determining the powers of the director and officers of the Police Department in the matter of discipline;
(g) determining the disciplinary penalties, including demotion and dismissal, that may be imposed on policemen;
(h) determining the conditions under which a disciplinary penalty imposed on a policeman may be removed;
(i) repealing any by-law or resolution of a municipality whose territory is included in that of the Community respecting police ethics or discipline;
(j) regulating any other matter related to the development of professional conscience and to the exercise of disciplinary authority in the Community Police Department.
