151. The Community may make by-laws to govern the receiving of waste water in its territory.

151. The Community may bind itself contractually to supply drinking water to any municipality which does not form part of its territory or bind itself contractually to receive, for purposes of treatment, the used waters of any municipality not comprised in its territory.
