The Community, by a by-law requiring the approval of the Minister of the Environment, upon the conditions fixed by the by-law, may acquire as a portion of its system the ownership of any depollution works owned by a municipality whose territory is included in that of the Community and serving or intended to serve the territories of two or more such municipalities or acquired for the purpose of generating cost savings in respect of the collecting system. In the latter case, however, the acquisition may be only by agreement.
