110. The secretary of the Community shall have custody of the seal and records of the Community. He shall direct the secretary’s department.
He shall attend every meeting of the executive committee and of the Council.
The minutes of the executive committee and of the Council make proof of their contents if approved and signed by the secretary and the person presiding over the meeting or, where such is the case, by a person designated under section 41.
Documents and copies emanating from the Community and forming part of its records make proof of their contents if certified true by the secretary or the person in charge of access to documents of the Community.
