103. The Council shall appoint a director general, a secretary and a treasurer. It shall make such appointments upon the recommendation of the executive committee.
No person may be appointed permanently to fill any position contemplated in this section or in the first paragraph of section 104 or the position of head of the police department if he remains in the employ of a municipality whose territory is included in that of the Community.
The Council, by by-law, may define such duties of any person holding such a position as are not defined by this Act.

It shall also, in accordance with the Act respecting municipal taxation (chapter F-2.1), appoint an assessor who is the head of the valuation department. It shall make such appointments upon the recommendation of the executive committee.
No person may be appointed permanently to fill any position contemplated in this section or in the first paragraph of section 104 or the position of head of the police department if he remains in the employ of a municipality.
The Council, by by-law, may define such duties of any person holding such a position as are not defined by this Act.

No person shall be appointed permanently to fill any position contemplated in this section or in the first paragraph of section 104 if he remains in the employ of a municipality.
The Council, by by-law, may define such of their duties as are not defined by this act.
If it deems it expedient, the Council may order that the secretary-general perform the duties of the secretary; the secretary-general shall then have the rights, powers and privileges of the secretary; he shall be subject to the obligations and penalties determined and prescribed with respect to the office of secretary.
