3. The Commission shall consist of not more than 16 members, including a president and not more than three vice-presidents, appointed by the Government.
One of the members designated by the Government shall exercise the powers of the president in his absence.
One of the vice-presidents designated by the Government shall be assigned to the matters pertaining to the exercise of any jurisdiction conferred on the Commission by a provision of Division IV.1 or of the Act respecting municipal territorial organization (chapter O‐9). One of the vice-presidents designated by the Government shall be assigned to matters relating to municipal ethics and good conduct.
