2. The Government, upon the recommendation of the Minister, may establish, by letters patent under the Great Seal, colleges for the purpose of providing general and vocational instruction at the college level.

2. The Government, upon the recommendation of the Minister of Education, Recreation and Sports, may establish, by letters patent under the Great Seal, colleges for the purpose of providing general and vocational instruction at the college level.
