In every newly organized municipality, until the appointment of a warden has been made, and in every other municipality where no deputy warden has been appointed during any vacancy in the office of warden, the duties of such office are discharged by the registrar of the county, saving the provisions with respect to presiding over the council.
If, within the boundaries of such county, there is more than one registry office, or more than one officer performing the duties of registrator, the duties of the warden are discharged by the officer performing the duties of registrar whom the Minister of Municipal Affairs shall indicate, upon the application of any interested party.
