1076. Notwithstanding articles 453 and 488, the council may, by mere resolution requiring only the approval of the Commission municipale du Québec, amend a loan by-law before the sale of notes and bonds the issue of which it authorizes, provided that such amendments do not change the object of the loan and that they do not increase the burden on the ratepayers unless such increase is caused by the increase of the rate of interest or by the shortening of the term of repayment.
