A party cannot raise the question of navigability or floatability of a lake or watercourse or the question of the right of ownership of its bed or banks, unless he has advised the Attorney General of his intention at least 10 days before the day fixed for proof, or, if no proof is required, before the day fixed for hearing.
The notice shall state the question and the grounds relied upon and must be accompanied by a copy of the proceedings filed in the record.
